PROBLEM TO BE SOLVED: To provide a hydraulic rotary machine for reducing a risk of seizure between a cylinder hole and a piston by suppressing misalignment between a rotational center axis α of a cylinder block 5 and a rotational center axis β of a center shaft 10. SOLUTION: In a fitting portion between a center hole 6 of the cylinder block 5 and the center shaft 10, a fitness layer 21 is formed for filling up a clearance in the fitting portion. The fitness layer 21 is formed as a coat such as a manganese phosphate coat by applying chemical conversion coating treatment to the inner wall of the center hole 6 of the cylinder block 5, e.g. By the fitness layer 21, the clearance of 10 μm or smaller is formed in the fitting portion between the center hole 6 of the cylinder block 5 and the center shaft 10.
