PROBLEM TO BE SOLVED: To minimize delay of an image to be reproduced in response to a packet after the packet of image data is sent, while suppressing the drop of image quality, when the image is reproduced according to the image data. SOLUTION: If a queue length reaches the limit, when an enqueue is carried out, the queue processing part 28 recognizes the priority added to a packet 30, regardless of the inside or outside of a transmission queue 281 and discards the oldest packet 30 having the lowest priority.
