PROBLEM TO BE SOLVED: To provide a sheet for measuring strain and a strain measuring device which can high-accurately detect the strain even in a simple constitution and in a simple processing system. SOLUTION: A seal 10 for measuring the strain has a first transparent layer 14 on the surface of which the transparent printed layer 13 having a plurality of marks 11 and peripheral regions 12 of these marks 11 at least either of which are printed is provided, and a second layer 15 which has adhesion. When the surface on the opposite side to a first surface 13A is a second surface 13B of the first layer 14, the first layer 14 and the second layer 15 are stacked on each other so that the second surface 13B may be a front surface, and the first layer 14 and the second layer 15 are composed of materials which are deformable in accordance with the elongation of a strain measuring object W in a state that the second layer 15 is adhered to the strain measuring object W.
