<P>PROBLEM TO BE SOLVED: To restrict the rotation speed of a rotation electric machine without using a frictional engagement element such as a brake. <P>SOLUTION: A first valve 914 reducing the cross section of a passage 912, where an oil discharged by a first oil pump 910 passes, is provided at the discharge port of the first oil pump 910 connected to a first MG.
