PROBLEM TO BE SOLVED: To provide an economical and inexpensive process for producing a vinyl polymer having epoxy groups at the terminals and not containing siloxane bonds. SOLUTION: The terminal of the molecule of the vinyl polymer is expressed by (1). The process for producing the vinyl polymer is characterized in that carbon to carbon unsaturated bonds at the terminals of the molecule are oxidized. In the formula, R<SP>1</SP>, R<SP>2</SP>, and R<SP>3</SP>are the same or different hydrogen atoms, monovalent 1-10C hydrocarbon groups, or monovalent 1-10C groups in which the two hydrocarbon groups are bonded with ether bonds or ester bonds; two selected from among R<SP>1</SP>, R<SP>2</SP>, and R<SP>3</SP>may be bonded with each other and form a ring structure; R<SP>4</SP>is a direct bond, a divalent 1-10C hydrocarbon group, or a monovalent 1-10C group in which the two hydrocarbon groups are bonded with ether bonds or ester bonds; R<SP>4</SP>and one selected from among R<SP>1</SP>, R<SP>2</SP>, and R<SP>3</SP>may be bonded with each other to form a ring structure.
