PROBLEM TO BE SOLVED: To accurately detect opening-closing operation of a door and an unattended object in a car, by using an image photographed by a monitoring camera. SOLUTION: A door opening-closing determining part 5 determines that a door is closed when the area of a change area of a door opening-closing determining area of a monitoring image to a reference image in the car is less than a specified value, and when the area of a change area of a foreign matter determining area of the monitoring image to the reference image is less than the specified value, and determines that the door is opened when the area of the change area of the door opening-closing determining area is the specified value or more, and when the area of the change area of the foreign matter determining area is less than the specified value. An unattended object determining part 7 updates an unattended count value as the unattended object exists in the car when there is a change of the specified value or more of a present monitoring image to the reference image when a door opening-closing determining result is door closure, and an abnormality output part 9 outputs abnormality when this unattended count value becomes the specified value or more.
