The semiconductor chip (4) has a semiconductor portion (1) which emits electromagnetic radiation of front side (2) in operation. A separate manufactured litter layer (5) is provided on the front side of semiconductor portion to scatter the radiation of semiconductor portion. The litter layer is formed in direct contact with the front side of semiconductor portion. A wavelength-converting layer is arranged between the litter layer and front side to convert the electromagnetic radiation of semiconductor portion into electromagnetic radiation of another wavelength range. An independent claim is included for optoelectronic semiconductor component.
