PROBLEM TO BE SOLVED: To provide a constant multiplier having a compact device scale and high operation speed. SOLUTION: When the number of "1" included in the digits of a binary six-digit multiplicand Y is four, a plurality of summing points of 12 columns and three stages are set, or when a "1" in the lowest place of the multiplicand Y is present in the first digit, each of numerical values from the first to the N-th digits of an N-digit multiplier X is input to each input (a) of the summing points from the first to the sixth columns at the first stage. In addition, a numerical value shifted from the multiplier X by predetermined digits is input to each summing point at the second and third stages. When two or more of three inputs of each summing point are always 0, an adder is not set in this summing point, or when one input is always 0, a half adder (HA) is set in this summing point and a full adder (FA) is set in the other summing points.
