PROBLEM TO BE SOLVED: To provide a compact hydrogen production system having high responsiveness to load fluctuation and promptly producing hydrogen. SOLUTION: The hydrogen production system 1 is loaded in a vehicle and includes an internal combustion engine 10 for driving which generates a reformed gas containing hydrogen, carbon monoxide and steam by rich combustion of fuel for the vehicle, and a shift reactor 51 with a built-in water gas shift catalyst 51c which causes carbon monoxide and steam contained in the reformed gas from the internal combustion engine 10 to be subjected to a water gas shift reaction to thereby generate hydrogen and carbon dioxide.
