PROBLEM TO BE SOLVED: To provide a photoreceptor having a concavo-convex surface layer, a slippery blade for high-speed processing, and improved cleanability to form an image with stable quality, and a method for manufacturing the photoreceptor. SOLUTION: The electrophotographic photoreceptor has a photosensitive layer on a cylindrical conductive substrate. A surface layer is formed on its surface by ejecting a coating liquid for forming a surface layer using an ink jet head, and hardening deposited droplets. In the surface layer, the droplets of the coating liquid for forming a surface layer are deposited and hardened so as not to bring adjacent droplets into contact with each other.
