PROBLEM TO BE SOLVED: To ensure consistency between setting information on PDCCH (physical downlink control channel) and CC (component carrier) which are managed between a radio base station eNB and a mobile station UE when CA (carrier aggregation) is executed. SOLUTION: The communication method includes: step A in which a radio base station eNB transmits "RRC Connection Reconfiguration" including setting information on a plurality of CCs and PDCCHs to the mobile station UE; and step B in which the mobile station UE transmits "RRC Connection Reconfiguration Complete" to the radio base station eNB by using a collision type channel in accordance with the received "RRC Connection Reconfiguration".
