PURPOSE: A VoIP communication system based on worker's location for a construction site is provided to enable a manager to rapidly send an order to a work group in a specific location based on the location information of the worker. CONSTITUTION: A location management server(34) is connected to an RTLS(Real Time Locating System). The location management server displays the location of each VoIP terminal on a map information database. A call originating terminal display unit(35) displays the call originating terminal side VoIP terminal on a map which is outputted to the display screen through the VoIP server. A target designating part(36) enables a manager to designate one or more VoIP terminals as a target terminal.
