PURPOSE: A device and method for generating an image for extracting a characteristic area are provided to generate an image which exactly extracts the background without losing a boundary part of the character by selecting and reversing the background of the character in a binary map for extracting the character. CONSTITUTION: A binary map generator(200) generates a binary maps per similar color form the letter candidate image and generates a letter candidate image from an original image if an original image is inputted. A background area determining unit(210) selects a binary map including background among the binary maps. The characteristic area extracting unit(220) expands and reverses a background area of selected binary map to generate an image including the characteristic area.
