PROBLEM TO BE SOLVED: To provide a pipe and a draining structure, capable of absorbing fluctuation of air pressure. SOLUTION: The pipe 50 includes a water passing section 52 in which water flows, and an expansion member 56 which covers the water passing section 52 to form a water passing space 58, the capacity of the water passing space 58 being varied by air pressure. The expansion member expands more when the inside of the water passing space is in a positive pressure than when the inside of the water passing space is in the atmospheric pressure, starts to expand when the air pressure in the water passing space becomes higher than the atmospheric pressure by 20 Pa, and expands, when it becomes higher than the atmospheric pressure by 400 Pa, so that the capacity of the water passing space is 1.5 times or more the capacity thereof when the inside of the water passing space is in the atmospheric pressure.
