PROBLEM TO BE SOLVED: To provide a wet sheet capable of sufficiently developing the function of impregnated alkali ion water for a long term while favorably avoiding an unusual odor problem, and also to provide a manufacturing method thereof. SOLUTION: A water retention sheet constituted of a nonwoven fabric using fibers of cotton, rayon, or polyester, etc., is impregnated with electrolytic alkali ion water of 300-700 wt.%, and subsequently, 10% or more of the electrolytic alkali ion water is squeezed out. Then, the electrolytic alkali ion water is newly added for impregnation, air-bleeding processing is performed by evacuating the inner part of a package material, so that airtight packaging is performed.
