PROBLEM TO BE SOLVED: To provide an internal combustion engine with multiple intake valves which can be formed easily and is provided with a valve control device that achieves improved air stream inside a combustion chamber. SOLUTION: In a partial load region of the internal combustion engine, a first valve stroke (5) can be set at a first intake valve (3) and a zero stroke can be set at a second intake valve (4). Also, in a higher load region of the internal combustion engine, the first valve stroke (5) in the partial load region is maintained at the first intake valve (3) and a second valve stroke (6) can be set at the second intake valve (4).
