PROBLEM TO BE SOLVED: To provide a monitoring device, a monitoring method and a monitoring program which can disable a server application which is not normally operated while the server application is retained to be easily obtainable. SOLUTION: A CA server 20 which is an example monitoring device holds a condition determination table 207 which stores criteria including at least a first criterion indicating the frequency of use of the server application. When there is a request for issuance of a certificate from a management server, a certificate issuer 202 unconditionally issues a trial certificate. When receiving a request for issuance of the official certificate from the management server, a log collector 205 acquires a communication history (communication log) with an image processing device. A determiner 204 determines the degree of actual use of the management server based on the condition determination table 207 and the communication history.
