PROBLEM TO BE SOLVED: To provide a technique for reducing the possibility of collision of packet signals, even if there is increase in the traffic. SOLUTION: A state-estimating section 32 estimates that each slot is either a slot to which a terminal device can broadcast a data signal, and a slot to which another terminal device is broadcasting a data signal or a slot to which data signals from a plurality of other terminal devices collide. A modulation/demodulation section 24 and an RF section 22 broadcast a control signal, including a result of estimation and receive the data signal from the terminal device. Here, the received data signal includes information concerning the slot estimated by the terminal device, the information concerning the slot to which the data signals from the plurality of other terminal devices collide.
