PROBLEM TO BE SOLVED: To provide an emergency report system and an emergency report method which reduce time and effort for reporting. SOLUTION: The emergency report method includes a step wherein a card reader 2 outputs an interrogation radio wave, a step wherein a normal mode or an emergency report mode is selected on the basis of an operation on a non-contact IC card 3, a step wherein the non-contact IC card 3 outputs a normal-mode response radio wave when receiving the interrogation radio wave in the normal mode, a step wherein a card reader 2 is normally operated when the normal-mode response radio wave is output from the non-contact IC card 3, a step wherein the non-contact IC card 3 outputs an emergency-mode response radio wave when receiving the interrogation radio wave in the emergency report mode, and a step wherein the card reader 2 reports emergency by reporting devices 5 and 6 when the emergency-mode response radio wave is output from the non-contact IC card 3.
