PROBLEM TO BE SOLVED: To provide a technology of discriminating a user from others even when a plurality of users use the same user terminal apparatus, without providing the user terminal apparatus with a dedicated program for collecting access history information.

SOLUTION: Even when a plurality of users 9 use the user terminal apparatus 6 in an access history information collection system 100, a traffic interworking device 71 and an access history information storage device 72 which are connected to a communication network 10 cooperate with each other. The users 9 are identified by a referer or a bloom filter. Even when a certain user 9 cannot be identified, a request is made for authentication of the user 9 and retransmission of a content acquisition request packet. The content acquisition request packet is associated with a response packet from a content server apparatus 51, so that access history information of each user 9 can be collected without requiring a dedicated program on the user terminal apparatus 6.
