<P>PROBLEM TO BE SOLVED: To provide a motor controller that is easily made compact by improving cooling capability of a heat sink and making the heat sink compact. <P>SOLUTION: The motor controller includes the heat sink equipped with fins, a power semiconductor module having a plurality of external electrode terminals in close contact with the heat sink, and a substrate to which the plurality of external electrode terminals are connected.
