<p><P>PROBLEM TO BE SOLVED: To provide a device and method that can effectively remove flicker. <P>SOLUTION: Flicker that occurs in images taken with an XY-addressed scanning imaging element, such as a CMOS, is effectively removed or reduced in a lighting environment such as one with fluorescent lights that change in luminance. An integral of a signal values of a row unit of a correction object image from which flicker is removed is computed, these integrals are used to detect flicker components included in each line. The detected flicker components come from flicker waveforms of actual lighting, and correction processing to which flicker correction coefficients comprising patterns reversed in phase of the detected flicker components is applied, is performed.
