PROBLEM TO BE SOLVED: To provide a vehicle control apparatus capable of achieving eco-friendly drive and coziness which reflect a psychological state of a driver. SOLUTION: The vehicle control apparatus 1 includes: an estimation means 201a that estimates the psychological state including a smiling state of the driver; a changing means 202b that changes the control contents of the vehicle according to fuel saving and coziness when the psychological state that is estimated by the estimation means 201a is in a smiling state.
