The disclosed image coding device (1) calculates the activity of each macroblock. All the macroblocks of block lines BL1 and BL3 are set as intra-candidate macroblocks (intra-candidate MBs) that are candidates for intra coding. Intra-candidate MBs are set alternately in block lines BL2 and BL4. Of the intra-candidate MBs of each block line, the macroblock with the lowest activity is decided as the intra macroblock of a frame (F1). The macroblock decided as the intra MB is altered from an intra-candidate MB to an intra-forbidden macroblock. After the set conditions of the intra-candidate MB are altered, an intra macroblock of the frame input after the frame (F1) is decided.
