PROBLEM TO BE SOLVED: To cope with a problem wherein information leakage occurs by copying a file to an external connection apparatus 18 such as a USB and taking it outside, and also to cope with a problem to effectively use a storage area 36. SOLUTION: When connecting the new external connection apparatus 18, it is decided by a condition decision part 42 that there is not the storage area 36 to the external connection apparatus 18, and the storage area 36 for the external connection apparatus 18 is generated. When making control to permit writing into the storage area 36 and to inhibit writing into the external connection apparatus 18, a created file is not stored in the external connection apparatus 18, and is stored in the storage area 36.
