PROBLEM TO BE SOLVED: To achieve higher measurement precision for a measuring instrument and a measuring cell using the same. SOLUTION: The measuring instrument includes a measuring electrode 3 for measuring the amount of materials that exist in pure water 11 by contacting the pure water 11, wherein the measuring electrode 3 has electrodes 16, 17 arranged facing each other with a predetermined space on the surface of a base material 3A and a protection film 35 covering the surface of the electrodes 16, 17 and the surface of the base material 3A between the electrodes 16, 17.
