PROBLEM TO BE SOLVED: To provide a method and a device for cooling a steel bar and wire, by which cooling length and heat-recuperation length are comparatively freely set to produce a steel bar and wire of high quality by uniformly cooling them, and to provide a nozzle member suitable for the cooling device. SOLUTION: The cooling method for a steel bar and wire is used in a hot-rolling step of a steel bar and wire. A plurality of nozzle units 30, each of which is provided with a cooling nozzle part 41 for jetting a cooling fluid to a steel bar and wire S passing and with a removing nozzle part 46 for removing the cooling fluid adhered to the surface of the steel bar and wire S by jetting a removing fluid to the steel bar and wire S, is arranged in series along the advancing direction of the steel bar and wire S. The cooling length and the heat-recuperation length of the steel bar and wire S are set by selectively using or not using the a cooling nozzle part 41 and the removing nozzle part 46 in each of the nozzle units 30.
