PROBLEM TO BE SOLVED: To efficiently rotate a fixed (a rotary) balloon by transmitting the driving force by expansion of a driving balloon to the fixed (the rotary) balloon without dispersion. SOLUTION: A fixed balloon 44 is fixed on the outer peripheral surface of a tip part 10a of an insertion portion 10 by a bobbin or the like, and includes an outer peripheral part 441 brought into contact with an inner wall surface of a luminal wall and an inside part 443 covering an outer peripheral part 450 of a first driving balloon 42 or a second driving balloon 46 to be pressed when the first driving balloon 42 or the second driving balloon 46 is expanded. When the length in the longitudinal axis direction of the insertion portion 10 of the outer peripheral part 441 is made L, and the length in the longitudinal axis direction of a fixing range to the outer peripheral surface of the tip part 10a is madeΔL, the length LRin the longitudinal axis direction of the fixed balloon 44 satisfies the relationship expressed by LR≤LDto the length LDin the longitudinal axis direction of the outer peripheral part 450 of the first driving balloon 42 or the second driving balloon 46.
