PROBLEM TO BE SOLVED: To suppress the deterioration of connection for a call request. SOLUTION: A mobile station makes a call request for one of an emergency call which is a call request requiring emergency and a normal call which is a call request without requiring the emergency by using a signal sequence of a sequence number of a call request signal used for communication in a normal state when communication is in a congestion state. In addition, the mobile station makes a call request for the other of the emergency call and the normal call by using a signal sequence generated by combining sequence numbers of call request signals when the communication is in a congestion state.
