The heat exchanger has a heat exchanging element that is formed as double pipe (7). The double pipe has an inner flat pipe (8) and an outer flat pipe (9). The inner flat pipe forms a flow channel, where the outer pipe forms another flow channel with the inner flat pipe. Two turbulence inserts are provided, where the former or latter turbulence insert is arranged in the former or latter flow channel. The turbulence inserts are flow throughable in a flow direction of fluid and in another flow direction of other fluid. An independent claim is also included for a method for operating an evaporator.
