摘要 <P>PROBLEM TO BE SOLVED: To obtain a moving picture image decoding device and the like which can prevent deterioration in prediction efficiency by deriving a forward prediction vector mvL0 and a backward prediction vector mvL1 which are not a zero vector even when a standard region B<SB>col</SB>on a backward reference image P<SB>r1,0</SB>is intra-coded. <P>SOLUTION: In a prediction vector deriving means in a moving picture image decoding device or a moving picture image coding device, not less than two reference images are defined as candidates for a standard image. When one of standard image candidates is selected as the standard image and no standard moving vector exists because a standard region is intra-coded, a separate standard image candidate is selected as the standard image, so that possibility to derive a prediction vector matched with a real image movement can be enhanced. Thus, even when a standard region on a backward reference image is intra-coded, other prediction vectors than a zero vector can be derived, and the moving picture image decoding device and the like which can prevent deterioration in prediction efficiency is obtained. <P>COPYRIGHT: (C)2011,JPO&INPIT
