PROBLEM TO BE SOLVED: To perform efficient and flexible use limitation of image processing functions.

SOLUTION: An image processing device includes: a managing means 112 which manages the group threshold value for use mount of functions allocated to a group including a plurality of members allowed to use the functions for image processing; a use amount storage means 128 which stores use amount value of each member; a setting part 114 which sets the member threshold value for the members in the group by allocating the group threshold value according to the priority value given to the member in the group; and a determination means 132 which determines whether limiting concerning a use of the functions is applied to processing of a use request, based on a result from comparing the value of use amount of the requesting member with the member threshold value in response to the use request of the functions.
