<P>PROBLEM TO BE SOLVED: To provide a mobile communication system, an operation device and a mobile communication method capable of safely and easily updating the update object of a radio base station for a specific cell. <P>SOLUTION: The radio base station 20 for a specific cell transmits an update request, which includes at least identification information of the update object, to the operation device 30 via a secured connection.
