<P>PROBLEM TO BE SOLVED: To provide a developing device and an image forming apparatus, wherein unevenness of image density is suppressed. <P>SOLUTION: The developing device 2 includes: a developing tank 111 storing developer therein; first and second conveying members 112 and 113 conveying the developer; and a developing roller 114 carrying the developer thereon. The first conveying member 112 is constituted of a first rotating shaft 112b and a plurality of first conveying blades 112a disposed along a first virtual spiral surrounding the outer periphery of the first rotating shaft 112b and advancing in the axial direction of the first rotating shaft 112b at a predetermined lead angle θ<SB>X</SB>.
