PROBLEM TO BE SOLVED: To provide a good tire vulcanizing bladder which suppresses the interfacial peeling of the bladder during the vulcanization and use of a tire by preventing the turbulent flow and back flow of a rubber composition for the bladder in a mold when the tire vulcanizing bladder is manufactured and a method for manufacturing the tire vulcanizing bladder. SOLUTION: The tire vulcanizing bladder is made of a butyl rubber composition. When the time for the rubber crosslinking density of the butyl rubber composition to reach 90% during vulcanization is T90, T90 is at least 7 min in the tire vulcanizing bladder.
