PROBLEM TO BE SOLVED: To provide a controller of a non-volatile memory in which retrieval operation of a block to be a compaction processing target candidate, does not influence an access speed of access to a main memory. SOLUTION: The controller (1) of the non-volatile memory is equipped with: a counting means (5) for counting the number of effective pages of a block to which a page to be invalidated according to data writing when writing data in the non-volatile memory belongs; and an addition means (61) which, when the number of effective pages counted by the counting means (5) is a predetermined number or less, sets the block as a compaction processing target.
