Techniques relating to a video signal processing are provided. In one embodiment, a video signal encoder includes a pre-processor adapted to select a portion of an input video signal and partition the portion into partitions, a first transformer adapted to transform the partitions from a first domain into a second domain, a selector adapted to select representative values from the respective partitions of the second domain, a collector adapted to collect the representative values to form a representative group of values, and a first encoding unit adapted to encode the representative group.
