<p><P>PROBLEM TO BE SOLVED: To provide a device for control of an internal combustion engine, capable of enjoying advantages by allowing an intake air to bypass, while preventing a possible negative effect when using a bypass of the intake air. <P>SOLUTION: An ECU 50 allows part of fresh air to bypass to the upstream of a turbine 9 by opening a control valve 21 and closing a control valve 22 in a predetermined operation region D-B. The ECU 50 also allows the fresh air to bypass to the downstream of a start catalyst 14 by closing the control valve 21 and opening the control valve 22 in a predetermined operation region B.
