PURPOSE: An electrochemiluminescene device and a manufacturing method thereof are provided to improve luminous efficiency by adopting a metal oxide nano tube electrode layer of a nano tube shape. CONSTITUTION: A pair of transparent conductive layers(121,122) is formed on a transparent substrate(111,112). A metal oxide nano tube electrode layer(130) is formed on the transparent conductive layer. A spacer(140) forms a space between the metal oxide nano tube electrode layer and the transparent conductive layer. A luminous electrolyte(150) is formed between spaces and generates light with chemical reaction by a voltage applied to the transparent conductive layer.
