<p><P>PROBLEM TO BE SOLVED: To provide an electric double layer capacitor having high-power density and low resistance, and to provide a method of manufacturing the same. <P>SOLUTION: The electric double layer capacitor includes: a first electrode 10A and a second electrode 10B disposed to face each other; and an ion-permeable separation film disposed between the first and second electrodes 10A, 10B, wherein at least one of the first and second electrodes 10A, 10B includes: a metal fibers 11a, 11b that are pressure-bonded to have cavities therein; and electrode materials 12a, 12b that are filled in the cavities. Other electric double layer capacitors have low equivalent series resistance and high power density.
