PROBLEM TO BE SOLVED: To provide a state detection device and a program capable of detecting a blocking state of a communication cable easily and reliably. SOLUTION: The device is provided on a connector 12G to which a plug 34A of a communication cable 30 is connected, and a predetermined voltage is applied on a grounding member 42A contacted to a shielding member of the communication cable 30 when the plug 34A is connected to the connector 12G, and the grounding member 42B contacted with the shielding member is grounded when connection is not carried out with the grounding member 4A and moreover the plug 34A is connected to the connector 12G, and a potential of a voltage detecting point A is detected and based on the detected result, a shielding condition of the communication cable 30 can be obtained and a predetermined treatment is carried out.
