PROBLEM TO BE SOLVED: To provide a rotating camera control system which is readily constructed for controlling a rotating camera device, when it is to be utilized. SOLUTION: A display means 91 of a controller 90 has a screen which displays images photographed by the rotating camera device 80, and a moving position detection means 92 detects an absolute position on the screen which is specified as a position on an image and is moved to the center of the screen. An absolute position transmission means 93 transmits the absolute position to the rotating camera device 80, and a photographing direction detection means 81 of the rotating camera device 80 detects the photographing direction. Based on the absolute position and the photographing direction which are received from the controller 90, the amount-of-movement calculation means 92 calculates an amount of change in the photographing direction for making the image at the position specified on the screen move to the center of the screen of the display means 91.
