PROBLEM TO BE SOLVED: To provide a technique for reducing incorrect detection of an object without rapid increase of a proportion of omission in object detection. SOLUTION: Object detection is performed by including: a first processing for cutting out a small area being a target of object determination from an input image while shifting it with a predetermined shifting width; a second processing which computes a characteristic amount for each small area in the input image; and a third processing which discriminates each small area whether it is an object or non-object based on a calculation result of the characteristic amount. Reduction of incorrect object detection is achieved by alternatively performing a first incorrect detection reduction processing for reducing the error of object determination in the third processing, and a second incorrect detection reduction processing for reducing the error of object determination in the third processing by the system different from the first incorrect detection reduction processing according to the shifting width when the small area is cut out by an incorrect detection reducing system switching part (105).
