PROBLEM TO BE SOLVED: To suppress fog while achieving an image of high resolution and high definition using a toner with a fine particle diameter in a wet developing method. SOLUTION: In the wet image forming apparatus 1A including: an electrifying device 11 electrifying the surface of a photoreceptor drum 10; an exposure device 12 forming an electrostatic latent image on the electrified surface of the photoreceptor drum 10; a liquid developing apparatus 14 developing the electrostatic latent image formed on the surface of the photoreceptor drum 10 as a toner image using a liquid developer comprising a carrier liquid having electrical insulating properties and toner particles dispersed into the carrier liquid; and primary transfer rollers 20 and a secondary transfer part 4 transferring the developed toner image into a recording medium, wherein as the liquid developer, the one in which the medium diameter (D<SB>50</SB>) on the volume standard of the toner particle is 0.05 to 1μm, and the concentration of free metal is≤100 ppm is used.
