The inclinometer (10) has optical fibers (12) i.e. glass fibers, attached at a pipe or rod-shaped carrier (11) in a longitudinal direction of the carrier. A light source is introduced with laser lights (L) into the fibers. An electronic evaluation unit (13) is supplied with a light (R) that is reflected and scattered in the fibers. The evaluation unit evaluates properties of the reflected and/or scattered light in the individual fibers relative to each other. The fibers are arranged and distributed on an outer surface of the carrier. The carrier of a corrugated pipe is made of plastic. An independent claim is also included for a method for monitoring of bottom movements due to hydraulic shear failure in a region of an excavation.
