PROBLEM TO BE SOLVED: To solve such the problem that quick display is difficult since an amount of processing when displaying the network configuration diagram of a higher layer is increased. SOLUTION: A storing unit stores network configuration data including a device position information table and a section position information table. The device position information table stores, for each combination of a communication apparatus constituting a network and a layer to which the communication apparatus belongs, an entry constituted of a set including an apparatus identifier which is identification information of the communication apparatus, display coordinate values of an icon of the communication apparatus in the layer, and a layer value representing the layer to which the communication apparatus belongs. The section position information table stores, for each section as a logical connection in the same layer between the communication apparatuses, an entry constituted of a set including a section identifier that is identification information of the section, display coordinate values of both end points of a line segment representing the section, and a layer value representing the layer to which the section belongs. A control unit extracts the entry including a specific layer value from the network configuration data, and displays a network configuration diagram in accordance with the display coordinate values of the icon and the display coordinate values of both the end points of the line segment.
