PROBLEM TO BE SOLVED: To provide a valve timing adjuster improving certainty of a restart of an engine after an engine stall by a simple configuration. SOLUTION: A spring has one end locked to a vane rotor and the other end locked to a housing 11, and presses the vane rotor in an advancing direction with respect to the housing 11. A stopper pin is fitted into a hole formed in the inner wall of the housing 11, thereby regulating relative rotation of the vane rotor with respect to the housing 11. An ECU 4 controls the rotation of a starter motor 60 rotatively driving a crankshaft 8. When the engine 6 is stopped with the stopper pin slipped out of the hole formed in the housing 11, the ECU 4 controls the starter motor 60 to rotate at first rotational speed that is relatively high speed and quickly rotate at second rotational speed that is relatively low speed, when the engine 6 is restarted.
