PURPOSE: A layer retransmission device and method thereof and a receiving device and receiving method are provided to adjust transmission power per a layer, thereby separately changing the coverage of each layer. CONSTITUTION: A retransmission device(200) receives information of all layers through a wire or wireless network from a base station(100)(S110). The retransmission device receives feedback information from a receiving device(300)(S130). The retransmission device transmits retransmission control information including the information about a layer for retransmission and transmission power of the same to the receiving device(S140). The retransmission device retransmits a gain adjusted layer according to the determined transmission power to the receiving device(S150). The retransmission device retransmits a multiple layer received from the base station without deformation.
