PROBLEM TO BE SOLVED: To provide a novel consistency evaluation method enhanced in evaluation precision in consideration of a change with the elapse of time of mortar, and a consistency evaluation device. SOLUTION: The consistency evaluation device is equipped with a shearing stress measuring means 1 for throwing kneaded mortar in a housing container to stir the mortar by rotating rotary blades at a constant rotational speed in the housing container and for measuring the shearing stress generated in the mortar over a stable period after the elapse of a transition period transitionally changed in shearing stress after the start of stirring, a data holding means 2 for holding the shearing stress in the stable period to reference value data 2a as an evaluation standard value at each mortar, an input means 3 for inputting the evaluation standard value to the data holding means 2, a mortar evaluation means 4 for comparing the shearing stress measured by the shearing stress measuring means 1 with the evaluation standard value to evaluate the mortar, and an output means 5 for outputting the result of the mortar evaluation means 4 to evaluate the consistency of the mortar.
