PROBLEM TO BE SOLVED: To improve throughput while repeating decoding processing in a decoding processing section. SOLUTION: In this decoder 5, the decoding processing section 11 repeats decoding processing to encoded input data. The decoding processing section 11 includes a plurality of stages 11a, 11b, 11c for sequentially executing a plurality of pieces of partial processing, where the decoding processing is divided. The final stage 11c is connected to the beginning stage 11a to repeat the decoding processing. The decoder is structured such that new input data are processed at the beginning stage at timing before the completion of the repetition of the decoding processing to the input data previously input to the decoding processing section, and at which processing data for the input data previously input to the decoding processing section exist at a stage other than the beginning stage.
